The Cooperation Council for the Arab States of the Gulf is a regional intergovernmental political and economic union consisting of all Arab states of the Persian Gulf – Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates – except Iraq. The Charter of the GCC was signed on 25 May 1981, formally establishing the institution. A common market was launched on 1 January 2008 with plans to realize a fully integrated single market. It eased the movement of goods and services. However, implementation lagged after the 2009 financial crisis. The creation of a customs union began in 2003 and was completed and fully operational on 1 January 2015.
